Council tax: up 34% since 2011, but the council says that's actually quite low

Your council tax, explained. Grab a biscuit. A Band D household in North Lincolnshire now pays £2,348 on average.
That's up 4.9 per cent on last year and 33.7 per cent higher than the 2011/12 average of £1,555.39. But the council says rises have averaged only 2.6 per cent a year since 2011/12, including a five-year freeze. It's £44 below the English average of £2,392.
North East Lincolnshire pays more (£2,484). Hull (£2,295) and Lincoln (£2,323) pay less. The figures came out as councillors agreed the Treasury Management Annual Report.
It shows £38m invested in capital projects, £40m of borrowing repaid, and investment income of £1.2m, about twice the budget. Council leader Rob Waltham said: "Taxpayers' money is sacrosanct." He promised more spending on roads, schools, leisure centres and town centres.
